Error: 'Unable to register domain name' when installing GroupWise

Symptom
When installing the GEM Agent for GroupWise, the following error
message occurs:
Unable to register domain name.
Cause
Workstation does not meet system requirements.
Solution
Ensure that Microsoft Internet Explorer v6 is installed.
